DAI is seeking highly qualified candidates to occupy the full-time Human Resources & Recruitment Coordinator to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

  1. Project Background

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

  • Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
  • Strengthen anti-corruption compliance and control in local governance;
  • Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

  1. Position Description

The HR Coordinator plays a critical role in ensuring the effective functioning of the HR team by overseeing daily recruitment processes, supporting the HR Manager, and taking responsibility for more complex HR and recruitment tasks.

As the project staff and number of consultants and embedded experts continues to grow, the HR Coordinator will help streamline HR processes, manage workflows, and drive cross-department collaboration on key HR initiatives. This role bridges operational tasks with strategic HR management, positioning the Coordinator to step in for the HR Manager tasks when needed and help build the capacity of HR Specialists.

  1. Key Duties & Responsibilities

Recruitment of full-time employees and consultants: 

  • Ensures compliance with local labor law, DAI policies and procedures, and USAID regulations and requirements regarding personnel management.  
  • Supports recruitment of project staff and consultants, ensuring compliant and transparent recruitment processes per the DAI Field Operations Manual (FOM) and Ukrainian Labor Code. 
  • Supports HR Manager in staff onboarding and delivering learning sessions to the newly hired employees and consultants
  • Ensure HR team capacity building activities and knowledge sharing practices

Employment & Contracts Management

  • Ensure compliance with DAI policies, and local labor laws, support the hiring procedure and recruitment of national staff in Pro-Integrity in close coordination with HR Manager and hiring manager ensuring that employment procedure is done as per DAI Field Operational Manual and Ukrainian Labor Code.
  • In close collaboration with HR Specialists ensure that employment documents are collected, orders on employment are prepared for new hires before the start date.

Records Keeping:

  • In close collaboration with HR assistant ensure that HR data is entered in timely manner: Candidate, Position, Assignments into the Technical & Administrative Information System (TAMIS), upload HR-related documents to TAMIS.
  • Prepare HOPP-requests for new hires/changes/terminations.
  • Maintain Employment agreements and other employment documents in HR files, ensure confidentiality and no access policy.
  • Monitor on a regular basis that HR documents are uploaded in Share Point and in TAMIS regularly and upload recruitment and employment documentation for new staff.
  • Ensure accurate recording of personnel and pay records, including, but not limited to, leave accrued and taken, and advise the Finance Officer of the status of such issues monthly.
  • Upload to TAMIS performance management plans and share with employees learning and development opportunities.

Benefits and compensation management:

  • Prepares proposed salary offers and rationale for finalist candidates selected during recruitment processes to ensure compliance with DAI’s Country Compensation Plan (CCP) and general compensation approach and policies, and with USAID requirements regarding personnel compensation and management.
  • Supports coordination with DAI’s other projects in Ukraine, as necessary, to ensure consistent application of DAI’s CCP and general compensation approach and policies, to inform market justifications for proposed salaries and rates, and update DAI’s CCP and other compensation practices as necessary to remain competitive in the local market.
  • Prepares documentation and internal reports to ensures employee changes (new hires, terminations, promotions, and salary or benefits changes) are appropriately communicated to the project’s finance and accounting team.
  • Act as a backup for the HR Manager during periods of absence or high demand, ensuring smooth continuity of leadership and decision-making.
  1. Qualifications
  • A bachelor’s degree in a relevant study, such as business administration or human resources management.
  • A minimum of eight (8) years of relevant professional experience, including significant experience in human resources management and recruiting.
  • Prior experience in administration, human resources management, and/or operations for a USAID- or other international donor-funded development project strongly preferred.
  • Experience in hiring of consultants and embedded experts is required.
  • Demonstrated knowledge of the Ukrainian Labor Code, plus a demonstrated commitment to compliance and ethics is required.
  • Ability to appropriately manage confidential and sensitive data while upholding the highest ethical standards.
  • Ability to effectively manage multiple concurrent tasks and competing priorities, excellent organizational skills, and an attention to detail.
  • Strong interpersonal communication and collaborative teamworking skills.
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English strongly preferred.
