Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Finance Officer for the five-year USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) project. This project will strengthen local governments in newly consolidated communities to effectively manage resources and services that respond to community priorities and improve citizen engagement and oversight in local governance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Finance Officer will be responsible for payment  processes related to the program. The Finance Officer will manage and control overall program payments to Vendors, Consultants and Sub-Awardees on daily basis and assure appropriate use of funds.

RESPONSIBILITIES:

  • Prepare cash bank transfer forecast on bi-weekly basis;
  • Review all financial documentation and supporting documents including Payment Vouchers, Petty Cash Vouchers, Journal Vouchers, EFT Vouchers and Payroll Vouchers at all Global Communities offices in Ukraine;
  • Carrying out regular Payment Voucher and Consultants Logs review;
  • Reporting the progress (status) payments to Senior Finance Manager on weekly basis;
  • Follow up on all outstanding receivables due to the organization including staff receivables and intercompany invoices;
  • Carrying out regular OFAC database reviews for program staff, suppliers, consultants, partners and contractors and ensuring that annual OFAC reports are submitted timely and correctly;
  • Assist in drafting and keeping updated accounting and finance manuals, other related internal policies;
  • Ensure invoices are paid in a timely manner;
  • Prepare local tax returns and withholding forms (whenever applicable);
  • Carrying out regular OFAC checks for program staff, suppliers, consultants, partners and contractors and ensuring that annual OFAC reports are submitted timely and correctly;
  • Assisting in monthly draw request to HQ;
  • Review financial budgets of Contribution-In-Kind applications in accordance with the internal rules;
  • Support year-end and monthly close activities;
  • Support all External and Internal Audits and provide financial information to External Internal Auditors as required;
  • Other duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of US GAAP standards.
  • Knowledge of USAID Rules and Regulations (2CFR200, ADS 300s, other).
  • Proven ability to effectively use Microsoft Excel (advances skills) and Microsoft Access word processing, and position-specific software.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills as necessary to work effectively with persons on all levels both inside and outside the agency.
  • Excellent self-organization skills.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
  • Ability to work effectively in a team environment.
  • Ability to perform and complete a variety of complex and detail-oriented duties in a deadline driven, fast paced environment.Willing and able to travel to field offices as needed.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

EDUCATION and/or EXPERIENCE 

  • Minimum BA degree in Finance, accounting, or related field 
  • Minimum of three years of related experience in a not-for-profit accounting setting.
  • Prior exposure to or experience on USAID-funded programs or audit firms is preferable.
  • Advanced knowledge and experience of Microsoft Office tools (Excel, Access, other).
  • Advance interpersonal communication skills, relationship building and organization skills;
  • Able to read and interpret documents, strong communication skills;
  • Knowledge and experience with accounting software QuickBooks is preferable;

LANGUAGE SKILLS  

Must have professional-level English, both written and oral, and fluency in Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.  

WORKING CONDITIONS 

Able to sit at a computer and operate a keyboard, for extended periods of time. Must be able and willing to frequently travel domestically to regional offices and program sites.
