Global Communities is seeking qualified short-term expert for USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE):

POSITION:                                                Expert on Developing a Performance Measurement System for Consolidated Communities

 PERIOD OF PERFORMANCE:          3 months

 LOCATION OF PERFORMANCE:    Home-based via online and phone communication tools with visits to the DOBRE office, Ministry for Communities and Territorial Development of Ukraine, and other Ministries (if necessary)

 

LOE (Level of Effort) DAYS:                   up to 33% of working time (maximum 20 working days for the entire period). The exact number of days will be determined individually during the contracting process. 

OBJECTIVE:

Global Communities is implementing the USAID funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine.  Launched in 2016, the program is helping leaders of newly formed Consolidated Communities (CC) to effectively manage resources, increase the quality of public services, stimulate local economics, and improve citizen engagement. DOBRE has helped communities in guiding community stakeholders through a participatory strategic planning process that engages citizens, identifies issues, allocates resources, and creates and implements programs that address priority needs of the communities. 

The USAID Program, “Decentralization Offering Better Results and Efficiency” (DOBRE), is a six-year program, implemented by Global Communities and funded by the United States Agency for International Development (USAID). DOBRE is working to help consolidated communities (CCs) in Ukraine to meet the challenges and seize the opportunities that decentralization brings, by improving their local governance and increasing the engagement of their citizens in policy- and decision-making. Areas of support include strategic planning; financial management; public service delivery; local economic development; and gender- and youth-responsive policies. DOBRE is also working to foster linkages and cooperation across CCs. Partners with Global Communities in the DOBRE Program Consortium include the Ukrainian Crisis Media Center (UCMC); SocialBoost; the Foundation in Support of Local Democracy (FSLD/FRDL), the Malopolska School of Public Administration at the Krakow University of Economics (MSAP/UEK), Poland; and the National Democratic Institute (NDI).

The USAID DOBRE Program is working closely with 100 CCs in 10 Oblasts of Ukraine: Dnipropetrovsk, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, Ternopil, Chernivtsi, Chernihiv and Zaporizhzhia.

In 2020 with the goal to generalize and institutionalize experience of the program, a new policy development component was added.  Under the new component, DOBRE aims to support inclusive policy-making processes, ensure use of evidence in decision-making and strengthen capacity of key stakeholders.

In the frame of supporting capacities of local government, USAID DOBRE in cooperation with the Ministry of Communities and Territorial Development set the goal to develop a Performance Measurement System for Consolidated Communities. Performance measurement system – a tool that aims to enhance efficiency, responsibility and transparency of local government, priorities of which are management and service delivery improvement.

PRIMARY RESPONSIBILITIES / SPECIFIC TASKS:

To develop a Performance Measurement System for Consolidated Communities, DOBRE is seeking a qualified Expert on developing a Performance Measurement System for Consolidated Communities to provide expert, analytical and advisory support to DOBRE, coordination with profile ministries and expert groups, involved to the System development, support in the preparation of amendments and proposals to the draft System.

Specific tasks for the Expert on developing a Performance Measurement System for Consolidated Communities:

Task 1: Developing indicators for selected services for Performance Measurement System for Consolidated Communities. The minimum result is 3-4 indicators for each service (approximately 25 services). (Approximate number of working days – 5). 

Task 2: Coordination of expert groups activity, involved to development of Performance Measurement System for Consolidated Communities. The minimum result is an analytical note with proposals of expert discussions and presentation materials to them (from 3 pages). (Approximate number of working days – 5).

Task 3: Communication with profile ministries according to its responsibilities for coordination and adjustment of indicators for selected services for Performance Measurement System for Consolidated Communities. The minimum result is an analytical note with proposals of expert discussions and presentation materials to them (from 3 pages).  (Approximate number of working days – 5).

Task 4: Participation in events, which DOBRE organizes or takes part in it, fully or partly related to development of Performance Measurement System for Consolidated Communities. (Approximate number of working days – 2).

Task 5: Providing specialized consultations in the field of developing of Performance Measurement System for Consolidated Communities at DOBRE request. The minimum result is at least 5 written consultations.. (Approximate number of working days – 2).

Task 6: Prepare a final report report on the results of the work performed (in Ukrainian, up to 5 pages). (Approximate number of working days – 1).

If the expert performs one of the above tasks in a group with other experts, the expert’s report includes information about his individual contribution to the result of group work.

COORDINATION AND SUPERVISION:

The scope of the tasks for the Expert is agreed every month within the workload (number of days) provided for the task. Every month, the Expert submits an interim report with annexes on the work performed during the period.

To ensure the fulfillment of the above tasks, the Consultant will:

  • Liaise and ensure constant communication / discussion of the fundamental provisions of the draft System and coordination with the DOBRE program team, DOBRE partner communities and the Association of Amalgamated Territorial Communities;
  • Coordinate with the DOBRE policy development team final documents, materials developed within the tasks, before submitting them to Ministry of Communities and Territorial Development;
  • Submit all the deliverables for review, comments and approval to DOBRE program team as requested;
  • Hold briefings with DOBRE program team if requested.

THE SELECTION PROCESS:

Global Communities will select the consultant based on meeting the following criteria:

  • Experience and knowledge in the field of public administration (service in local self-government bodies).
  • Previous experience of working with the ministries, committees of the Verkhovna Rada of Ukraine, associations of local governments is preferred.
  • Experience in preparation of proposals and amendments for laws and by-laws, preparation of guidelines or manuals.
  • Thorough knowledge in the field of services and programs evaluation.
  • Thorough knowledge of decentralization processes.
  • Scientific experience in the field of evaluation will be an advantage.
