Chemonics International Inc. is looking for a qualified professional to fill the position Environmental Compliance Assistant 

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East activities are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson. This position is located in Kramatorsk.

Responsibilities for this position include:

The Environmental Compliance Assistant (Assistant) supports the DG East environmental review system, ensuring compliance with 22 CFR 216 requirements, the IEE recommendations, and Ukrainian environmental laws and regulations. The Assistant maintains environmental-related databases for project activities and documentation and ensures accuracy and completeness. Under the direction of the Environmental Compliance Specialist, the Assistant is responsible for assistance with overall environmental compliance and tracking of relevant grants and subcontracts materials. The Assistant coordinates with the Kyiv and regional offices on grants, subcontracts, and DDGS activities, and maintains filing and tracking systems.

The Assistant will work with Environmental Compliance Specialist to support the DG East technical, grants, subcontracts, and procurement teams to complete all required environmental screening for each planned project activity. He/she will ensure that environmental mitigation and monitoring plans are prepared and implemented for all project activities where required.

Detailed responsibilities

  • Assist Environmental Compliance Specialist in the preparation of environmental screening for each planned project activity. Assist with environmental related documents collection during applications, approvals, implementation, and close-out processes.
  • Assist with conducting environmental assessments and developing an environmental compliance checklist and environmental mitigation and monitoring plans for DG East’s grants based on USAID and Ukrainian environmental standards and requirements.
  • Working with the DG East technical, grants, subcontracts, and procurement teams to support the preparation and implementation required environmental compliance documentation for each planned and implemented activity as necessary.
  • Reviewing DG East’s partner organizations’ reports and documentation to ensure they are in compliance with the requirements defined in their tailored Environmental Mitigation and Monitoring Plans.
  • Assist with monitoring of activities implemented under the project, including site visits to ensure compliance and preparation of environmental reports, collecting environmental-related data and following up questions from beneficiaries.
  • Coordinate with the Kyiv and regional offices to ensure accuracy and completeness of information and timely information sharing.
  • Maintain a tracker of required environmental documents and reporting by activity to ensure compliance with full reporting requirements.
  • Perform other duties as assigned.

Experience and Qualifications required under this assignment

  • University degree in related field required.
  • At least two years of relevant experience in environmental monitoring, environmental impact assessment, environmental compliance is required.
  • Previous professional experience with international donor programs, particularly USAID strongly preferred.
  • Demonstrated ability to work productively within a team.
  • Excellent administrative, organizational and multi-tasking skills.
  • Excellent interpersonal and communications skills, with demonstrated ability to communicate effectively in a cross-cultural environment.
  • Strong computer skills including knowledge of Microsoft Excel, Word and Office applications.
  • Ability to effectively communicate verbally and in written form in Ukrainian, Russian, and English.
