Deloitte is seeking qualified candidates to serve as short-term Experts for Developing Health Workforce Optimization Plan in support of the USAID/ Ukaid Health Reform Support (HRS).
Period of Performance: November 2020 – June 2021
Level of Effort: 110 working days/ 1 Expert
- Project Background and Summary:
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.

Experts for Developing Health Workforce Optimization Plan will provide technical assistance to human recourses for health strengthening activities.
- Tasks:
- Collect data on health workforce at the regional level
- Analyze data on health workforce at the regional level
- Develop and review the methodology for determining the optimal scope of practice of health care providers
- Draft the health workforce optimization plan at the regional level
- Present the health workforce optimization plan at the regional level
- Qualification requirements:
- Master’s Degree in Health, Social Studies, Public Health, and related areas
- No less than five years of proven work experience in health workforce data analysis, experience of work in technical assistance projects is an asset
- Good understanding of specific features of statistical reporting in health
- Experience of preparing analytical reports in health workforce area
- Experience of helping healthcare facilities with health workforce planning will be an asset
- Strong communication and negotiation skills, experience of developing and delivering workshops
- Ability to work in a team
- Excellent planning and time management skills
