PMCG Ukraine was established in 2020 as an independent organization dedicated to delivering progress, supporting Ukraine to advance in economic development, democracy and good governance through policy, structural and administrative reforms, as well as infrastructure development and support.

The organization has partnership with international companies working in the regions of Eastern Europe, the Caucasus, Central Asia, the Middle East and Africa, with bilateral and multilateral development institutions, such as: EBRD, USAID, European Commission, World Bank, UNDP, ADB , JICA and others.

PMCG is looking for Experts in Parliamentary Reform for Monitoring & Evaluation project in Ukraine.

Overview

PMCG is looking for a Short Term Expert to provide following services:

• an overall independent assessment of the past performance of the of EU project to support the parliamentary reform in Ukraine;
• key lessons learned, conclusions and related recommendations in order to improve future Intervention (Action) by means of developing its conceptual (strategic)

Qualifications of Expert in Parliamentary Reform, Monitoring & Evaluation:

• Qualifications and skills: Master’s Degree in a field related to the assignment (monitoring & evaluation, public administration, law, political and social sciences) or equivalent professional experience (at least 5 years above the general professional experience specified below).
• General professional experience:                                                                                                                                                                                                                                             Category I experts: – at least 12 years’ experience in parliamentary reform, parliamentary development, legislative process.                                                                                 Category II experts: – at least 6 years’ experience in parliamentary reform, parliamentary development, legislative process.
• Specific professional experience:

Category I experts: – at least 1 year of experience in program or project evaluation; – experience in at least 1 evaluation (evaluation study) related to parliamentary reform or parliamentary support; – at least 5 years of experience in legislative process; – experience in middle or senior management positions at a Parliamentary Secretariat would be an asset; – experience in parliamentary reform, parliamentary development, legislative process, public administration reform in Ukraine would be an asset.

Category II experts: – experience in at least 1 evaluation or analytical study in the area of parliamentary development, parliamentary reform; – experience in parliamentary reform, parliamentary development, legislative process, public administration reform in Ukraine would be an asset.

• Language skills of the team: – fluency in English; – knowledge of Ukrainian and / or Russian language (minimum level B2 according to the Common European Framework of Reference for Languages) will be an asset.
