Background
Ukraine’s Cohesion and Regional Development project, UCORD is implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation through NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
In this context, under Component 1, UCORD is looking to engage a Expert for implementation at the National Level of Unified Geographic Information System for monitoring and evaluating the development of regions and territorial hromadas, who is expected to perform the following tasks:
- The expert will coordinate implementing the Unified Geographic Information System for monitoring and evaluating the development of regions and territorial hromadas (GIS RD) at the national level (central executive authorities), ensuring the engagement of key stakeholders.
- The expert will maintain regular communication with the Ministry of Communities and Territories Development of Ukraine (Mindev) regarding the progress and current needs of the Mindev regarding the implementation of GIS RD.
- The expert will provide methodological support for the implementating of GIS RD on the national level, developing approaches, instructions, and guidance materials for system users.
- The expert will ensure that the GIS RD platform is populated with data required to monitor the implementation of the State Strategy for Regional Development; coordinates the collection and periodic updating of such data in collaboration with relevant Mindev departments, other central executive authorities and team members
- The expert will analyse the regulatory framework governing the operation of GIS RD and prepare proposals for its improvement; facilitate the development and adoption of necessary normative acts to institutionalize and ensure the sustainable functioning of GIS RD
- The expert will represent the GIS RD implementation initiative at the national level (working groups, meetings, sectoral events), ensuring that the project is aligned with other government initiatives and programs in the area of regional development
- The expert will document lessons learnt and best practices to inform future projects and initiatives
Candidate Qualifications
Education & Knowledge:
A master or PhD degree in economics, economic geography, public administration, law or a related field.
Experience:
- At least five years of experience in economics, public administration, including work on legislation and law
- Proven experience in developing GIS systems or another information system
- Proven experience in working with local authorities, executive authorities at the state and local levels, providing consultations on issues of local self-government, administrative-territorial organization, and regional policy.
- Experience in drafting development plans and programs
Skills:
- Deep understanding of the challenges and opportunities in regional development
- Ability to organize and deliver consultative processes with a wide range of stakeholders, with a special attention to subnational government entities
- Ability to organize the process of creating GIS systems or another information system at national level
- A track record of effective communication and liaison with national government

- The experts will collaborate with the UCORD Component 1 Leader to ensure that the platform meets the needs of key stakeholders in the targeted areas;
