Background
Ukraine’s Cohesion and Regional Development project, UCORD is implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation through NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Volyn and Odesa oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
In this context, under Component 1, UCORD is looking to engage an Expert for implementation at the Regional Level of Unified Geographic Information System for monitoring and evaluating the development of regions and territorial hromadas, who is expected to perform the following tasks:
- The expert will organize the work of the GIS RD account manager network across the regions, coordinating their activities and providing methodological support to the responsible persons in each regional state administration
- The expert will provide prompt support and advisory services to GIS RD users at the regional level (regional state administrations, territorial divisions of central executive authorities, regional development agencies, etc.) to ensure the system is used effectively in their operations
- The expert will coordinate the delivery of training activities (trainings, workshops) on using the GIS RD for employees of Oblast State Administrations (OSAs), territorial divisions of central executive authorities and Regional Development Agencies (RDAs); liaises with trainers and material developers to ensure high-quality training
- The expert will monitor the process of populating the GIS RD with regional data tracks each region’s activity in the system, analyses the completeness and timeliness of data entered; when issues are identified, takes action to improve data entry (provides additional consultations, initiates discussions, etc.).
- The expert will maintain collaboration with regional and local projects and initiatives in the regions (including international technical assistance projects) to ensure synergy of efforts, data sharing, and avoidance of duplicate work in collecting and using data for the GIS RD
- The expert will identify and consolidate issues and needs of GIS RD users at the local and regional level; prepares proposals and recommendations for improving system functionality or usage processes, and communicates these recommendations to the project team at the national level for consideration
- The expert will document lessons learnt and best practices to inform future projects and initiatives
Candidate Qualifications
Education & Knowledge:
A master or PhD degree in economics, economic geography, public administration, law or a related field.
Experience:
- At least five years of experience in economics, public administration, including work on legislation and law
- Proven experience in developing GIS systems or another information system
- Proven experience in working with local authorities, executive authorities at the state and local levels, providing consultations on issues of local self-government, administrative-territorial organization, and regional policy.
- Experience in drafting development plans and programs
Skills:
- Deep understanding of the challenges and opportunities in regional development
- Ability to organize and deliver consultative processes with a wide range of stakeholders, with a special attention to subnational government entities
- Ability to organize the process of creating GIS systems or another information system at regional level
- A track record of effective communication and liaison with regional government

- The experts will collaborate with the UCORD Component 1 Leader to ensure that the platform meets the needs of key stakeholders in the targeted areas;
