 Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Migration Policy Logistics and Support Expert 

  1. Duty Station of the Consultancy: Kyiv, Ukraine (home-based Kyiv, Ukraine)
  2. Duration of Consultancy: 7 months, with possibility of extension subject to availability of funds and satisfactory job performance.
  3. Nature of the consultancy:

Under the overall supervision of the IOM Chief of Mission and the Senior Programme Officer (MBG), with the direct supervision of the National Programme Officer (MBG), and in close coordination with National Policy and Liaison Officer and Senior Project Specialist (MBG), the Migration Policy Logistics and Support Expert will support the IOM-contracted Senior Migration Policy Expert, as well as the State Migration Service of Ukraine (SMS) and the Ministry of Internal Affairs of Ukraine (MIA) in development of the State Migration Policy Strategy for the period beyond 2025. The Consultant will be contributing to IOM’s support to the Government of Ukraine on policy development, specifically within the EU-funded project “EU Support to Strengthening IBM in Ukraine (EU for Solidarity Lanes and IBM)”.

  1. Project Context and Scope: 

The current State Migration Policy Strategy (2018-2025), developed in 2015 and adopted in 2017, phases out in 2025. SMS and MIA are initiating the development of the new State Migration Policy Strategyfor the period beyond 2025. The new strategy will address migration-related challenges arising from the ongoing war, support long-term recovery efforts, and align with Ukraine’s path toward EU integration.

To support the Government’s efforts to develop the new State Migration Policy Strategy through the whole-of-government and whole-of-society approach and in line with to international standards, the Migration Policy Logistics and Support Expert will contribute to the process of drafting the new State Migration Policy Strategy. The Consultant will provide logistics, administrative, and technical assistance to support discussions on migration policy priorities among relevant state authorities through an interministerial coordination mechanism and support the consultations of the draft State Migration Policy Strategy with other stakeholders (including local authorities, the private sector, civil society, academia, the UN, etc). Following the SMS suggested approach, discussions and consultations will take place through a series of thematic panels, culminating in an international conference at which the draft State Migration Policy Strategy will be validated. These activities will be held under the Result 2.2 Migration policy development and EU alignment support of the project.

  1. Category A Consultants: Tasks to be performed under this contract
  2. Ensure that the feedback from working meetings, consultations, thematic panels and other relevant events, the IOM and/or SMS-organized or requested, aimed at drafting the State Migration Policy Strategy is collected and properly documented (throughout the whole contract duration);
  3. Collect and properly document inputs received throughout working-level meetings, bilateral meetings or small group meetings, and panel discussion, feedback from the international conference to be used to prepare the draft Action Plan on the implementation of the State Migration Policy Strategy (throughout the whole contract duration).
  4. Collect and properly document feedback received during the international conference to be organized by SMS and IOM towards the end of 2025 (by 30 November 2025).
  5. Perform such other duties as may be assigned.

Support Senior Migration Policy Expert with collecting  inputs from state authorities and partners as well as  with the analysis of the existing policy documents, preparation of analytical reports that will serve as a basis for in-depth discussion of identified policy priorities (one report per policy priority) within thematic working meetings and panels; ensure that the consolidated inputs are shared with SMS and relevant stakeholders in a timely manner  (by 1 August 2025);
  2. Provide administrative and logistics support during the discussions of relevant Government authorities, experts and other stakeholders (including local authorities, the private sector, civil society, academia, the UN, etc) within working meetings and thematic panels co-organized by IOM (throughout the whole contract duration)
  1. Performance indicators for the evaluation of results
  • Comprehensive and timely inputs and analysis are provided to background reports supporting the thematic panel discussions;
  • Feedback collected through the IOM and/or SMS-organized or requested working meetings, consultations, thematic panels, international conference and other relevant events, aimed at drafting the State Migration Policy Strategy is consolidated and properly documented;
  • Administrative and logistics support is provided for working meetings and thematic panels co-organized by IOM. 
  1. Education, Experience and/or skills required
  • Advanced Degree in Sociology, History, International Relations, Political Studies or other related fields with at least five years of experience;
  • Practical experience in supporting migration or other policy development processes, analysis of documents;
  • Work experience in government, research organizations, international organizations or migration governance authorities. 
  1. Travel required 

No, this is a home-based assignment.
