Background
The AGRO Activity is to accelerate the economic development of rural Ukrainian communities with the greatest need through a better governed agricultural sector that encourages more productive, modern, and profitable micro, small, and medium (MSMEs) agricultural enterprises that are successfully integrated into competitive markets both in Ukraine and internationally.

Purpose of the Position
Advising on improvement of rules and regulations in Ukrainian agriculture requires constant, detailed knowledge of developments in agricultural policy. This position is to monitor policy developments in areas that concern the project, inform all AGRO staff of them as needed, and provide other assistance to AGRO teams.

Principal Duties and Obligations (Essential Functions):
• Monitor and prepare a daily electronic summary in the original language of open-source media reports affecting AGRO’s operation, including relevant:
o National and local publications
o web publications
o official sources (Ministry and VR releases, and draft/final legislative acts
o broadcast media as agreed and possible
• Maintain and assist staff in using an electronic and paper library of documents relevant to AGRO’s operations (including materials from DerzhStat, FAO, USDA, EU, etc.)
• Track, maintain a calendar of and inform staff of upcoming public events of interest to AGRO
• Provide research assistance to the Policy team and other staff as requested, including searches of legislative and other electronic databases
• Prepare short analytical surveys of media discussion of specific issues as requested or found necessary by the monitor
• Carry out other appropriate tasks as requested
Terms of Employment and Supervision
One-year fixed-term employment agreement with possible extension each work year up to the scheduled end of the Project (November 14, 2024), subject to the inclusion of appropriate tasks in the Annual Work Plans of the Project and satisfactory annual personnel reviews.

The Media Monitor will work under the direct supervision of and report to the Chief of Party or their designee.

Office location: Kyiv. Some of the work may be done remotely as agreed with the position supervisor.

Required Skills and Qualifications

• At least a bachelor’s degree in a relevant field
• Demonstrated familiarity with media and data sources in the agricultural sector of Ukraine
• At least five years’ experience with journalism or public relations, preferably in the agricultural sector
• Demonstrated familiarity with the legislative process in Ukraine
• Demonstrated experience in legal research
• Excellent writing skills in Ukrainian
• Excellent analytical skills and the ability to quickly, accurately and briefly summarize large amounts of information
• Initiative and a proactive approach to fulfilling tasks
• Written and spoken English sufficient to prepare occasional translations into English and cooperate with colleagues in English without the assistance of an interpreter
• Familiarity with standard MS Office applications; knowledge of electronic publication/statistical/web management software would be an advantage
