Position Summary

Momentum Wheels for Humanity seeks a Consultant to Conduct Training on Financial Management, Communications, and Cooperation with the NHSU to organizing and delivering training sessions on these topics for healthcare facility staff selected to participate in the project “Development of Outpatient Rehabilitation in Ukraine” in Chernihiv Oblast. The Consultant will work closely with the Program Lead and other technical and administrative staff to ensure operations and maintain strong communication with partner healthcare facilities and government stakeholders.

Expected Duties and Responsibilities  

The Consultant for conducting training on financial management, communications, and cooperation with the National Health Service of Ukraine (NHSU) will be responsible for organizing and delivering training sessions on these topics for healthcare facility staff selected to participate in the project “Development of Outpatient Rehabilitation in Ukraine” in Chernihiv Oblast.

This includes organizing six lectures of 2 hours each in the following areas:

Financial Management

Topics:

  1. Basics of financial management. Features of income and expenditure formation, budgeting.
  2. Project budgeting, cash flow planning in teams.
  3. Tools for financial control and financial analysis of cost-effectiveness.
  4. Practical work on budgets.

Basics of Communications

Topics:

  1. Introduction to communications. Goals and objectives of communication.
  2. Target audiences.
  3. Tools and formats for achieving communication goals. Basics of crisis communication.

Cooperation with the NHSU

Topics:

  1. Who can conclude a contract with the NHSU.
  2. The procedure for contracting with the NHSU.
  3. Financial aspects of cooperation with the NHSU.
  4. Analysis of cooperation effectiveness with the NHSU.
  5. Risk management in fulfilling NHSU contract conditions.

The Consultant for conducting training on financial management, communications, and cooperation with the NHSU will be responsible for the full cycle of training organization and subsequent reporting on its results to the Project Manager.

Minimum Qualifications

  • Bachelor’s degree in a relevant field, including office administration management
  • At least three years of relevant work experience, preferably within the Ukrainian Health Care sector
  • Professional experience working with USAID and an international humanitarian and/or development organization
  • Detail-oriented with good organization and prioritization skills
  • Demonstrate analytical and administrative skills, as well as resourcefulness and initiative 
  • Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Sharepoint or Box 
  • Written and spoken fluency in Ukrainian
  • Excellent written and spoken fluency in English 

Preferred Qualifications

  • After having obtained a university degree, at least five (5) years of relevant and proven full-time professional experience in the private and/or public sector.
