Chemonics International, an international development consulting firm, seeks a Consultant for Outreach and Communications for the Ukraine Confidence Building Initiative II (UCBI II) funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The position will be based in Kyiv, Ukraine.

UCBI II partners with Ukrainians to expand acceptance of a pluralistic civic identity based on common values, while prioritizing programming that promotes unity, inclusion, and democratic reform in Ukraine. The program aims to: (1) To build acceptance of a diverse Ukraine; (2) To increase confidence in positive, democratic change; and (3) To increase media narratives about unity and positive changes

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI II works closely with a range of partners, including national and local civilian government entities, civil society organizations, media organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions.

Principal Duties and Responsibilities

  • The Consultant for Outreach and Communications is the primary party responsible for the development of efforts that publicize and amplify the programmatic effect of existing UCBI grant activities, working in coordination with many other team members.
  • Work with recipients to design and take actions that utilize traditional media, social media, events, and other venues to enhance messaging of existing UCBI grant activities related to national unity and change, under the overall direction of the OTI country representative and deputy country representative and the supervision of the COP, DCOP, and/or Regional Program Manager.
  • Proactively develop outreach and communications efforts for existing UCBI grants which will have a high likelihood of achieving impact and respond to the current social and political situation in Ukraine.
  • Analyze and utilize data from various sources (including UCBI II-funded research) to recommend communications and outreach approaches that will maximize impact of not only individual existing grant activities but the overall objectives of the UCBI II program.
  • Prepare, present, analyze, and evaluate outreach and communications approaches to ensure consistency with program priorities, goals, and objectives.
  • Work, on an ongoing basis, in a fast-paced and highly variable environment, monitoring the changing socio-political climate to provide on-going strategic analysis and advice to UCBI II.
  • Provide technical assistance to grantees, subcontractors, and potential partners as required, during the activity preparation stage and in the implementation phase in coordination with other staff.
  • Coordinate and liaise with the Grants Managers and Procurement Managers to ensure effective grant and subcontract implementation, compliance, and procurement requirements.
  • Use the OTI Activity Database for tracking and detailing activities, and liaise with grants management, procurement and finance staff, and under the direction of the COP, DCOP, and Regional Program Manager, ensure that grant implementation, compliance, and procurement requirements are adhered to.
  • Evaluate activities’ progress, and coordinate with assistance recipients and other staff to prepare, review, and approve monitoring and evaluation data and final reports.
  • Analyze Ukraine’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, under the overall direction of the OTI country representative and deputy country representative.
  • As needs dictate, the COP may assign ad hoc special tasks and duties to the Consultant for Outreach and Communication to ensure the overall efficient development of program activities.

Location: Kyiv, Ukraine

Supervision: Will report to the Chief of Party.

Qualifications:

  • Bachelor’s degree required; advanced degree preferred.
  • At least five (5) years demonstrated experience in design and management of outreach and communication efforts at the national and/or regional level in Ukraine.
  • Experience developing media activities and knowledge of the Ukrainian media market.
  • Experience with programming that can unify Ukraine and promote positive change.
  • Experience with creative concept development, advertising, media buys, targeting demographics, and social media.
  • Strong organizational, management, and administrative skills, preferably with respect to report writing and monitoring and evaluation.
  • Demonstrated analytical ability and understanding of the national and regional political context, with the ability to think creatively in conceptualizing activities.
  • Proven knowledge of local and international NGOs and community-based organizations implementing relevant activities and programs in country, as well as key governmental actors and stakeholders, with an up-to-date understanding and knowledge of the political environment and social conditions in the country.
  • Fluent Ukrainian and English required; proficiency in Russian strongly preferred.
