Civic Participation Specialist (Anti-Corruption Project Manager)

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a qualified and experienced Civic Participation Specialist for the two-year United States Department of State, Bureau of Democracy, Human Rights and Labor-funded Ukrainian Communities Countering Corruption Together (UCCCT) Project. This project will help reduce corruption at the community level, with a focus on enabling improved services in healthcare and education, by pursuing two objectives: 1) Building citizen awareness of corruption risks and effective mechanisms supporting local government transparency and integrity; and 2) Communities establish social accountability and oversight mechanisms to counter corruption in local government.

Responsibilities:

The Civic Participation Specialist will oversee the implementation of all program activities, providing leadership and strategic direction and ensuring that project goals are achieved.

Specific responsibilities include, but are not limited to, the following:

• Overseeing direct and partner implementation of program activities related to anti-corruption and governance integrity improvements in Ukrainian communities;
• Managing selection of project partners;
• Providing technical input and guidance on corruption prevention and public oversight mechanisms;
• Providing input to reporting and sharing results of the project;
• Establishing and sustaining productive relationships with key project stakeholders, including line ministries, local governments, media, and other corruption prevention projects;
• Overseeing implementation of the project communications strategy;
• Ensuring program and administrative compliance of activities and sub-awards, in line with Global Communities policies and procedures and donor rules and regulations.

Knowledge, Skills and Abilities:

• Ability to establish strong working relationships with grantees, local government officials, civic leaders, media, and youth.
• Ability to read and interpret documents, and communicate with others as necessary to perform job duties effectively;
• Strong team player;
• Excellent communication skills;

• Professional fluency in written and spoken English;
• Good knowledge of civil society sector in Ukraine.

Qualifications:

• At least three years of experience working on international donor programs for civil society, local government, or anti-corruption support;
• At least two years in a program management role;
• Demonstrated experience managing relationships with local partners and sub-award recipients;
• At least a bachelor’s degree in Political Science, International Development, or a relevant field;
• Experience managing programs funded by the U.S. Government preferred;
• Ukrainian nationals strongly preferred.
