The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.

The purpose of this activity is to empower acting youth councils of the Luhansk region to serve as an effective intermediary link between LGEs and diverse community groups, especially youth, by promoting advocacy and participatory decision-making policies and procedures. DG East will enhance the youth councils’ members’ capacity to serve as key actors in advocating for youth interests for more effective fulfillment of their role in representing citizen initiatives to local authorities. 

Title: Youth Issues Specialist

Dates: o/a April 01, 2021-o\a May 11, 2021 

Detailed responsibilities:

• Develop and deliver one (1) 4-day training session focused on the following:
  • Youth structures sustainability, mechanism for the development and implementation of programs for youth;
  • Team building and project management;
  • Crowdfunding and developing professional youth related message;
  • Monitoring methods of youth issues handling in the LGEs of Luhansk oblast, key principles in identifying and prioritizing needs of population\youth, and key principles in collaboration with LGEs.
• Develop PowerPoint Presentations (one per each training component indicated above);
• Develop and deliver analytical report based on Training Evaluation;
• Develop and provide the participants with lists of recommendations for each youth council on how to enhance their work.

Requirements:

• University degree;
• Experience with researches and surveys;
• Ability to interpret survey data;
• Experience of working on international donor projects;
• Capable of preparing program curricula, training plans and develop training agendas;
• Familiar with youth issues of the region and experience with advocacy on youth issues;
• Good interpersonal and training skills;
• Self-esteem and motivation to empower youth.
