The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.
The purpose of this activity is to empower acting youth councils of the Luhansk region to serve as an effective intermediary link between LGEs and diverse community groups, especially youth, by promoting advocacy and participatory decision-making policies and procedures.

Dates: o/a April 01, 2021 through September 30, 2021
Detailed responsibilities:
- Develop an agenda, PowerPoint presentation, and materials for the 1-day assessment session to assist youth councils to gain knowledge on how to learn about youth issues and develop professional approach in addressing it;
- Conduct one (1) mentorship online workshop on discussion of activity implementation process, summary of information on challenges, and determining next steps;
- Develop the agenda, PowerPoint presentation, and conduct a one-day training session on negotiation techniques with LGEs to advocate for youth issues
- Develop the agenda of a 5-day in-country Study Tour for up to 22 representatives from youth councils to learn the best practices of youth councils in Ukraine;
- Take part in 5-day in-country Study Tour for up to 22 representatives from youth councils to learn the best practices of youth councils in Ukraine
- Hold sum-up meeting after Study Tour to facilitate the received knowledge exchange between participants from different councils ;
- Develop the agenda, PowerPoint presentation, materials, and deliver a 4-day training of youth council members on advocacy campaigns in which they will participate. The result of training should give the participants the tools to present the voice of youth to LGEs professionally through the youth council structure;
- Provide Guidelines for YC Advocacy (everyday operational guidelines)
- Provide technical assistance (online consultations) on voicing youth councils’ advocacy campaigns messages to LGEs with a real time influence on local policy. The focus of advocacy would be one of the important youth issues identified earlier;
- Conduct a specific online activity to coach and mentor youth councils in design and implementation of advocacy campaigns;
- Provide technical assistance (online consultations) in participation of selected youth councils in advocacy campaigns;
- Work closely with YCs to facilitate and assist in advocating up to 1 local policy initiative to respectful LGEs.
Requirements:
- University degree;
- Independent specialist, with experience implementing measurable advocacy campaign;
- Experience with civil society and cooperation with Local Government Entities;
- Experience of working on international donor projects;
- Capable of preparing program curricula, training plans, and training agendas;
- Good interpersonal and training skills;
- Self-esteem and motivation to empower youth;
- Report writing skills;
- Experience with individual consultation is a plus.
