The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.
The overall goal of this assignment is to increase apartment owners’ activeness in governing their household properties which will lead to raising awareness about their rights, legal tools and leverages to influence OSBBs’ and LGEs’ decision making processes that will positively influence change of citizens’ living conditions
Title: OSBB/Community Development Consultant
Length of Assignment: Short-term
Estimated LOE: 44 LOE
Assignment Location: Pokrovsk (Donetsk oblast), Severodonetsk, Kreminna, and Novopskov (Luhansk Oblast).
Dates: o/a April 01, 2021 through December 30, 2021
Detailed responsibilities:
- Assist Lead OSBB Consultant in developing three (3) training modules on the following topics:
- Holding of the Constituent assembly within legal aspects, involving citizens in decision making, assist with development participatory action plan for representatives of OSBBs);
- Profitable to citizens management of OSBBs within general OSBB management including training on how to make business plans to use household properties to raise funds to cover apartment owner’s needs;
- On OSBB democratic tools management how to organize meetings, provide reporting to apartment owners, budgetary management issues, work with utility suppliers, utility management, local self-governance, how to hold managers of OSBBs accountable, how to conduct elections/ re-elections of OSBB leadership.
- In cooperation with Lead OSBB Consultant conduct sessions in two (2) two-day trainings for representatives of Initiative Groups formed in multiapartment houses where the co-owners commenced creation of their OSBB (25 participants in each);
- Work closely with the OSBB constituency to provide one-on-one follow up consultations and legal support from experts to both Initiative groups and existing OSBBs on how to organize work of OSBBs;
- Help creating Facebook account for the Resource Centers (Rubizhne) to achieve wide dissemination of information, high number of subscribers and quality commentators.
- Participation in local, oblast, and national-level financial programs available for OSBBs;
- Effective management of OSBBs including training on how to make business plans to use household properties to raise funds to cover apartment owners needs;
- Community business thinking in OSBB “Association of co-owners of multi apartment house – new opportunities”, “Waste management as additional income of Associations of co-owners of multi apartment house”;
- Contribute to development of one action plan initiated by Lead OSBB Consultant per OSBBs to address apartment owners’ problems and developed by a executive committee of OSBB (and discussed with representatives of OSBBs) and approved by the Statutory bodies of OSBB;
- Provide assistance in implementing one Conference (1.5 days) for 60 participants on Models of Excellence Resource Center for the OSBBs’ representatives and other co-owners on a sustainable basis summarize the work of OSBBs from target municipalities;
- Help OSBBs to present local Program at the LGE sessions.
- Provide assistance to OSBB Lead Consultant in design of three (3) BC modules:
- Conduct two (2) three-day Capacity enhancing trainings for representatives of already functioning OSBBs (20 participants in each).
- In cooperation with Short term OSBB support Consultant consultant develop Training Pre Test & Post Test form, Training Evaluation form and analytical report
- Participate in developing, publishing, and disseminating informational leaflets explaining advantages and initial steps in creation of an OSBB
Requirements:
- BSc degree in Business Administration, Bachelor of Commerce, Economics, Human Resources, Community Services, Social Sciences, International Relations and any other related fields;
- Demonstrated professional experience in working with dwellers of multiapartment houses, representatives of OSBBs, local government and governance focused projects;
- Knowledge of legislation regulating activities of OSBBs, provision of utility services operation and maintenance of multi-apartment residential buddings;
- Demonstrated professional experience in the field of citizen participation in develop strategies for addressing issues through OSBBs;
- Understanding of the regional context preferably earlier experience working in Ukraine or in Donbas region;
- Understanding of the political context in the East Ukraine;
- Demonstrated professional experience as a trainer;
- Min three (3) years (with Bachelor degree) of relevant experience (in administration and/or program support service or other related field);
- Fluency in Ukrainian, Russian;
- Experience using computers and office software packages (MS Word, Excel, etc).
