The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.

The overall goal of this assignment is to increase apartment owners’ activeness in governing their household properties which will lead to raising awareness about their rights, legal tools and leverages to influence OSBBs’ and LGEs’ decision making processes that will positively influence change of citizens’ living conditions.

Title: OSBB Support Consultant
Length of Assignment: Short-term
Estimated LOE: 52 LOE
Assignment Location: Pokrovsk (Donetsk oblast), Severodonetsk, Kreminna, and Novopskov (Luhansk Oblast).
Dates: o/a April 01, 2021 through December 30, 2021

Detailed responsibilities:

  • Assist OSBB Lead Consultant in developing two (2) training module: 
  • Legal aspects of OSBB’s organizing (creation of IG and its first actions; identification the of co-owners (obtaining information who is apartment owner); explanatory/awareness work with co-owners; preparation, convening and holding of the Constituent Assembly);
  • Legal aspects of OSBB’s registration (completion of the steps (procedures) required for the state registration of OSBB – preparing information, organizing and holding of the Constituent assembly, drafting of a Statute of OSBB and subsequently by-laws of the OSBB Association, etc.); methods of assessing technical condition of building, estimate economic advantages, maintenance costs, raise co-owners’ awareness, prepare and hold Constituent Assembly, elect members of the statutory bodies, submit documents for the state registration, to get the “non-for-profit” status.
  • In cooperation with OSBB Lead Consultant and OSBB/Community Development Specialist conduct two (2) two-day trainings for representatives of Initiative Groups formed in multiapartment houses where the co-owners commenced creation of their OSBB (25 participants in each);
  • Assist in creating Facebook account (group) for the Resource Centers (Severodonetsk) to achieve wide dissemination of information, high number of subscribers and quality commentators.
  • Provide assistance to the Lead OSBB Consultant in design of two (2) training modules: 
  • Accountability, transparency, and reporting to apartment owners at official gathering;
  • How to hold managers of OSBBs accountable, and how to conduct elections/ re-elections of OSBB leadership;
  • In coordination with Lead OSBB Consultant and OSBB/Community Development Specialist conduct two (2) 3-day Capacity enhancing trainings for representatives of already functioning OSBBs (20 participants in each);
  • In cooperation with the OSBB/Community Development Consultant design Training Pre Test & Post Test form, Training Evaluation form, and analytical report;
  • Assist in developing, publishing, and disseminating informational leaflets explaining advantages and initial steps in creation of an OSBB;
  • Contribute to development of one action plan initiated by Lead OSBB Consultant per OSBBs to address apartment owners’ problems and developed by a executive committee of OSBB (and discussed with representatives of OSBBs) and approved by the Statutory bodies of OSBB;
  • Provide assistance in implementing one Conference (1.5 days) for 60 participants on Models of Excellence Resource Center for the OSBBs’ representatives and other co-owners on a sustainable basis summarize the work of OSBBs from target municipalities;
  • Help OSBBs to present local Program at the LGE sessions.

Requirements:

  • BSc degree in Business Administration, Bachelor of Commerce, Economics, Community Services, Social Sciences, International Relations and any other related fields;
  • Demonstrated professional experience in working with dwellers of multiapartment houses, representatives of OSBBs, local government and governance focused projects;
  • Demonstrated professional experience in the field of citizen participation in develop strategies for addressing issues through OSBBs;
  • Knowledge of legislation regulating activities of OSBBs, provision of utility services operation and maintenance of multi-apartment residential buildings;
  • Understanding of the regional context preferably earlier experience working in Ukraine or in Donbas region;
  • Demonstrated professional experience as a trainer/expert;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Fluency in Ukrainian, Russian.
