The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.

The overall goal of this assignment is to increase apartment owners’ activeness in governing their household properties which will lead to raising awareness about their rights, legal tools and leverages to influence OSBBs’ and LGEs’ decision making processes that will positively influence change of citizens’ living conditions.

Title: OSBB Lead Consultant
Length of Assignment: Short-term
Estimated LOE: 90 LOE
Assignment Location: Pokrovsk (Donetsk oblast), Severodonetsk, Kreminna, and Novopskov (Luhansk Oblast).

  • Dates: o/a April 01, 2021 through December 30, 2021

Detailed responsibilities:

  • Develop five (5) training modules:
  • Legal aspects of OSBB’s organizing (creation of IG and its first actions; identification the of co-owners (obtaining information who is apartment owner); explanatory/awareness work with co-owners; preparation, convening and holding of the Constituent Assembly; election of OSBB Executive board members; approval of the amount of material and other incentives for the chairman and members of the board, etc.);
  • Legal aspects of OSBB’s registration (completion of the steps (procedures) required for the state registration of OSBB – preparing information, organizing and holding of the Constituent assembly, drafting of a Statute of OSBB and subsequently by-laws of the OSBB Association);
  • On OSBB democratic tools management how to organize meetings, provide reporting to apartment owners, budgetary management issues, work with utility suppliers, utility management, local self-governance, how to hold managers of OSBBs accountable, how to conduct elections/ re-elections of OSBB leadership;
  • On OSBB general management practices: including management of resources, operation and maintenance requirements, and standard practices;
  • On OSBB technical maintenance: Completion of the steps required to assess the quality of the delivered services, issues related to the use, repair, and improvement of common property, etc.
  • In cooperation with Short-term OSBB support Consultant and OSBB/Community Development Specialist conduct two (2) two-day trainings on all 5 modules mentioned above for representatives of Initiative Groups formed in multiapartment houses where the co-owners commenced creation of their OSBB (25 participants in each);
  • Work closely with OSBBs in one-on-one follow up consultations and legal support from OSBB Lead Consultant and Short-term Consultant on how to organize work of OSBB;
  • Develop seven (7) training modules:
  • Legal aspects of OSBB’s functioning – starting from procedures to register, how to document common decisions, develop legal letters to authorities and utility suppliers, legal negotiation techniques;
  • Management of utilities, procurement of utility services, operation and maintenance requirements, and standard practices;
  • Accounting practices for OSBBs. Preparation and approval of a budget, balance sheets and reporting to the board; preparation and holding of general meetings; making decisions regarding the use of common property; calculation of the amount of monthly contributions and payments of co-owners; decision-making on the reconstruction and repair of an apartment building;
  • Fundraising for OSBB. Participation in local, Oblast, and national financial programs available for OSBBs;
  • Accountability, transparency, and reporting to apartment owners at official gatherings;
  • Strategies on how to influence local policies to improve citizens state of living;
  • How to hold managers of OSBBs accountable, and how to conduct elections/ re-elections of OSBB leadership.
  • In coordination with Short term OSBB support Consultant and OSBB/Community Development Consultant conduct two (2) 3-day Capacity enhancing trainings for representatives of already functioning OSBBs (20 participants in each);
  • In cooperation with the OSBB/Community Development Consultant design Training Pre Test & Post Test form, Training Evaluation form, and analytical report;
  • Develop, publish, and disseminate informational leaflets explaining advantages and initial steps in creation of an OSBB;

Requirements:

  • Degree in Public Business Administration, Economics, International Relations of other relevant field;
  • Demonstrated professional experience in working with dwellers of multiapartment houses, representatives of OSBBs, local government and governance focused projects;
  • Knowledge of legislation regulating establishing and activities of OSBBs, provision of utility services, operation and maintenance of multiapartment residential buildings;
  • Proven experience with municipal/local budget systems, with action plans per target areas to address problems of co-owners of multiapartment residential buildings, local programs for support of OSBBs activities in the partner cities;
  • Demonstrated professional experience in the field of citizen participation in develop strategies for addressing issues through OSBBs;
  • Knowledge of the principles of energy efficiency of multi-apartment buildings;
  • Demonstrated professional experience in the field of citizen participation in advanced education trainings for OSBBs and municipal specialists of the housing and communal sector;
  • Proven experience in drafting manuals, guidelines and toolkits to support OSBBs at the municipal level;
  • Understanding of the regional context preferably earlier experience working in Ukraine or in Donbas region;
  • Understanding of the political context in the East Ukraine ;
  • Capacity to prepare professional presentations, information materials, serve as a speaker/lecturer/trainer;
  • Experience working in large capacity-building programs funded by international donors;
  • Fluency in Ukrainian, English and Russian;
  • Experience of working in international organizations/projects will be considered as an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
  • Background in the civil construction will be an advantage.
