The five-year USAID Democratic Governance East Activity (DG East) aims to promote good governance, accelerate economic growth, advance anti-corruption efforts, and strengthen an inclusive civic identity in Ukraine. The program seeks to support USAID’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems.
Title: Local Sport Consultant
Length of Assignment: Short-term
Estimated LOE: up to 50 including travel
Assignment Location: Mariupol
Dates: o/a August – November 2020
Principle duties & responsibilities:
To inform the sport sector strategic development, the Local Sport Consultant will be responsible for the following:
- Participate in the analysis of the current situation with the Sports in Mariupol, including an assessment of the infrastructure, interests of various stakeholders, resources available, attitude and involvement of the population in sports;
- Analysis of the achievement of goals and objectives of the current strategy until 2021;
- Participation in the compilation of SWOT;
- Development of the vision and mission of the Sport and physical activity direction in achieving the development goals of the city;
- International benchmarking of municipal sports development strategies;
- Development of key conceptual directions for reforming “Sport and physical activity in Mariupol” direction;
- Development of long-term goals of the strategy for the development of sports and physical activity in Mariupol until 2021;
- Development of a strategy to achieve the goals and determination of the necessary resources;
- Development of annual Key Performance Indicators (KPIs);
- Development of an action plan for the implementation of the strategy;
- Development of a methodology for monitoring the implementation of KPI;
- Risk assessment and mitigation.
Qualifications and experience:
Education level: University degree in Business Administration, Public Administration or other relevant fields. Master’s degree is preferable.
Specific experience:
- Minimum 5 years in strategic planning field;
- Strong experienced in working with the local government on ensuring genuine citizen participation in the strategic planning process;
- Specific expertise in the Sector-Specific/priority in one of the following directions:
- Social sector development and services improvement (sports, health, education, social services, etc.);
- Culture, youth, and sports;
- Modern municipal infrastructure and services (e.g., e-governance and smart city technology, administrative and other municipal service delivery, rehabilitation of public spaces, etc.).
