The five-year USAID Democratic Governance East Activity (DG East) aims to promote good governance, accelerate economic growth, advance anti-corruption efforts, and strengthen an inclusive civic identity in Ukraine. The program seeks to support USAID’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems.

Title: Local Culture and Museum Development Consultant
Length of Assignment: Short-term
Estimated LOE: up to 40 including travel
Assignment Location: Mariupol
Dates: o/a September – December 2020 

Principle duties & responsibilities: 

To inform the culture sector strategic development, the Local Culture and Museum Development Consultant will be responsible for the following:

During Phase 1 (September-October 2020):

  • Review of museums and historical heritage of Mariupol, i.e. analysis of the current functioning and financing of the city museum network and historical and cultural heritage, in accordance with the requirements of modern historiography, the demand of the modern community for the museum product, etc. Basic conclusions and recommendations;
  • Review of the creation of a possible model of the museum network of Mariupol “MARMU”, the unification of existing city museums into a single network, as well as policy options for the city museum reform. Basic conclusions and recommendations;
  • A practical guide (Manual) to developing a city strategy for the development of the museum network and the development of cultural heritage protection in the city of Mariupol.

In Phase 2 (November – December 2020):

  • Support the city administration in addressing key areas of reform, including an internal draft of necessary texts, proposals for resolving conflicts and dilemmas (if necessary);
  • If required by the city, moderation of public discussions, stakeholder consultations, and internal meetings (such as the Local Development Forum, Public Hearings, working group meetings, etc.). List of participants, photos from the event;
  • Support the city administration in the development of parts of strategic documents for the creation and further operation of the museum industry of Mariupol and historical and cultural heritage, including the preparation of draft parts of the following:
    1. Written section “Culture. Museums” in the Strategy of city development;
    2. Written Strategic Plan 2021/2030 for the development of the museum industry in Mariupol;
    3. Written Strategic Plan 2021/2030 on financial instruments in the field of museum affairs in Mariupol.
  • Support at least 2 (two) urban strategy development activities (such as the Local Development Forum, Public Hearings, working group meetings, etc.);
  • General support of the Mariupol city authorities in the development of a strategic plan:
    1. Together with stakeholders, establish the vision, principles, goals of the community;
    2. Formulated with stakeholders’ strategic priorities, key development goals, strategic approach, and action plan, as well as key performance indicators.

Qualifications and experience: 

Education level: University degree in Business Administration, Public Administration, or other relevant fields. Master’s degree is preferable. 

Specific experience:

  • Minimum 5 years in the strategic planning field;
  • Strong experienced in working with the local government on ensuring genuine citizen participation in the strategic planning process;
  • Specific expertise in the Sector-Specific/priority in one of the following directions:
    1. Social sector development and services improvement (sports, health, education, social services, etc.);
    2. Culture, youth, and sports;
    3. Modern municipal infrastructure and services (e.g., e-governance and smart city technology, administrative and other municipal service delivery, rehabilitation of public spaces, etc.).
