The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol. 

The overall goal of this assignment is to support advocacy capacities and cooperation mechanisms between Public Councils (PC) and respective LGEs. The Lead Community Development Consultant, with support from the Community Development Consultant, will assist Public Councils (PCs) to increase the interest and participation of citizens in Public Councils, as well as promote accountability of Public Councils to citizens.

Length of Assignment: Short-term

Estimated LOE: 86 LOE

Assignment Location: Kramatorsk, Druzkovka, Bahmut, Pokrovsk, Sloviansk (Donetsk Oblasts) and Severodonetsk, Kriminna, Rubizhne, Popasna (Luhansk Oblast). 

Dates: o/a April 02, 2021 through December 31, 2021

Detailed responsibilities:

  • In cooperation with the Community Development Consultant, deliver a workshop (for up to 20 participants) on Public Councils’ needs assessment and analysis;
  • Conduct meetings with PCs, LGEs, and stakeholders (including opposition party members and young people) to assess the key local issues;
  • Distribute a questionnaire (Google form) among Public Councils’ members and/or citizens (via community leaders) to find out issues of public concern;
  • Oversee interviews in each community with relevant stakeholders including municipality staff that works routinely with Public Councils, groups within Public Councils and (if applicable), and opposition parties;
  • Consolidate input received from meetings and interviews into a mission report;
  • Develop training modules with a strategic focus on advocacy campaign development and implementation, policy paper development, PC organizational management, financial sustainability, timely collection of funds, participation in local, Oblast, and national financial programs available for NGOs to perform their institutional functions on a more sustainable basis and allow to improve budgeting, and providing access to legislation, professional information, and knowledge;
  • In cooperation with the Community Development Consultant deliver two three-day long training courses using all developed modules for Public Councils’ members and municipal servants; each training will include up to 20 participants;
  • In cooperation with the Community Development Consultant, work closely with PCs and provide one-on-one consultations on organizing PC’s work;
  • Provide technical assistance (consultations) in realization of advocacy campaign initiated by citizens and public councils with a real time influence on local policy;
  • In cooperation with the Community Development Consultant, deliver at least two (2) in-country Study Tours for up to 15 representatives from PCs to learn the best practices;
  • In cooperation with the Short-term consultant on Strengthening Public Council Capacity, deliver one two-day training on advocacy campaigns and technically assisting in developing an advocacy campaign strategy with active citizens and PC members;
  • In cooperation with the Community Development Consultant and Short-term consultant on Strengthening Public Council Capacity, conduct a training session in volunteer management (implementing an event / initiative in communities with the involvement of volunteers) – this can be done together with Youth Councils;
  • In cooperation with the Community Development Consultant and Short-term consultant on Strengthening Public Council Capacity, conduct one two-day Hakathon “It’s cool to be active” for up to 20 participants;
  • Provide technical assistance (consultations) in implementation of advocacy campaign by active citizen groups;
  • In cooperation with the Community Development Consultant, develop guidelines for drafting policy papers by members of PCs;
  • Submit the results of implemented advocacy campaign to the Local Government bodies for further consideration and implementation;
  • Coordinate the task of influencing members of local councils to provides solutions to citizens’ local problems;
  • In cooperation with the Community Development Consultant, develop a policy paper in each Public Council which would include citizens input.

Requirements:

  • Degree in Public Business Administration, Economics, International Relations, or other relevant field;
  • Demonstrated professional experience in working with representatives of PCs, local government, and governance focused projects;
  • Demonstrated professional experience in the field of citizen participation in developing strategies for addressing issues through PCs;
  • Understanding of the regional context; preferably earlier experience working in Ukraine or in Donbas region;
  • Understanding of the political context in the East Ukraine; 
  • Demonstrated professional experience as a trainer;
  • Proven experience with municipal/local budget systems, with action plans per target areas to address problems of citizens in the partner cities;
  • Proven experience in drafting manuals, guidelines, and toolkits to support PCs at the municipal level;
  • Capacity to prepare professional presentations, information materials, and serve as a speaker/lecturer/trainer;
  • Experience working in large capacity-building programs funded by international donors;
  • Fluency in Ukrainian, English and Russian;
  • Experience of working in international organizations/projects will be considered as an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
