The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.
USAID Democratic Governance East Activity (DG East) seeks a qualified professional to fill the position of IT Support Expert. IT Support Expert will be responsible for support of the DG East IT systems and equipment across multiple offices. This will include a dual role of being both an office tech support point of contact as well as a technical support person.

Detailed responsibilities:
- Provides full range of technical assistance in the area of server and desktop operations and administration, LAN overall as well as Internet access;
- Provides the installation, configuration, testing and deployment of all hardware and software, including Local Area Network, Operating Systems, Electronic mail, Outlook, Microsoft-based database systems, Office 365, Internet Web software, firewall, Domain Name Server (DNS), DHCP, Active Directory, mail relay, and various security software.
- Provides guidance and training to staff;
- Provides the administration, operation, technical support, and monitoring of LAN, server systems, cybersecurity systems, reserve and uninterruptable power supply systems;
- Undertakes complex trouble shooting of LAN, server systems, other systems that provide cyber security, reserve and emergency power supply systems;
- Ensures 24×7 operations and monitoring of assigned systems;
- Implements backups of server settings as well as database server’s data following standard backup procedures;
- Collects various statistics on the performance and reliability of server systems and other equipment and produces pertinent reports;
- Designs and establishes internal databases and files;
- Based on the Chemonics policies and rules, implements procedures regarding safe information access, its use, integrity and confidentiality;
- Diagnoses and resolves problems related to hardware, software, or computer and equipment connectivity to LAN and Internet with minimum delay;
- Provides training to end-users on the use of standard systems and applications.
- Performs other related duties as required;
- Complete and submit the Chemonics IT Security surveys;
- Analyze existing security systems and make recommendations for changes or improvements;
- Propose a plan for remediation with cost estimations;
- Lead the implementation of the remediation plan;
- Maintain proper documentation;
- Provide capacity building on maintaining a secure environment;
- Reports on potential threats that are not covered with Chemonics’ IT security standards.
Requirements:
- Bachelor’s Degree or equivalent from an accredited academic institution (preferably in Computer Sciences or Programming) with three years of relevant work experience;
- Experience in the area of information technology, administration and troubleshooting of the LAN, WAN, SD-WAN, communication equipment, different databases and Windows based systems, computer hardware;
- Experience on implementation and administration of Microsoft Windows based network environment (LAN/WAN) and first level network/desktop support;
- Extensive knowledge of Windows OS, Windows-based applications and packages, ISA, TCP/IP, DNS, Telecoms, Network Protocols, VPN, VoIP, MS Office, MS Office 365, MS Teams, antivirus software/utilities and graphic packages (Adobe Photoshop, Illustrator, InDesign), Adobe Acrobat Reader Pro, etc.;
- Experience in MS SQL is an asset;
- Knowledge and experience in PHP, Java, HTML, mySQL, web design and development of web-based office applications is an asset;
- Knowledge in management, control and monitoring of different network equipment including security appliances, firewalls and switches, understanding of WAN routing, router configuration and various VPN technologies;
- Holder of Certified Cisco Network Associates (CCNA), Microsoft Certified System Administrator (MCSA)/ Microsoft Certified Database Administrator (MCDBA)/ Microsoft Certified System Engineer (MCSE) certifications would be a distinct advantage;
- Candidates are expected to possess a valid license to perform electrical installation works not lower than Group 3;
- Fluency in English and Ukrainian is required;
- Registration as private entrepreneur is required.
