The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (USAID Democratic Governance East Activity) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. The Ukraine Democratic Governance East Activity’s (DG East) purpose is to “to strengthen the connection and trust between citizens and their government in Eastern Ukraine” and methodology is to (1) [develop] greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk and Mariupol.

The overall goal of this assignment is to support advocacy capacities and cooperation mechanisms between Public Councils (PC) and respective LGEs. The Short-term Consultant on Strengthening Public Council Capacity, with guidance from the Lead Community Development Consultant, will participate in assisting Public Councils (PCs) to increase interest and participation of citizens in Public Councils, as well as promote accountability of Public Councils to citizens. 

Title: Consultant on Strengthening Public Council Capacity

Length of Assignment: Short-term

Estimated LOE: 49 LOE

Assignment Location: Kramatorsk, Druzkovka, Bahmut, Pokrovsk, Sloviansk (Donetsk Oblasts) and Severodonetsk, Kriminna, Rubizhne, Popasna (Luhansk Oblast) 

Dates: o/a April 02, 2021 through December 31, 2021

Detailed responsibilities:

  • In cooperation with Lead Community Development Consultant, conduct one (1) in-country Study Tour for up to 15 representatives from PCs to learn the best practices;
  • In cooperation with Lead Community Development Consultant, deliver one two-day training on advocacy campaigns and technically assisting in developing advocacy campaign strategy with active citizens and PC members;
  • In cooperation with Lead Community Development Consultant, deliver a training session in volunteer management (implementing an event / initiative in communities with the involvement of volunteers) – this can be done together with Youth Councils;
  • In cooperation with Lead Community Development Consultant, deliver one two-day Hakathon “It’s cool to be active” for up to 20 participants;
  • In cooperation with Community Development Consultant, deliver training in PR-management and graphic design for public council centers. During this 2-day training for up to 15 representatives of 3 centers of the local Public Councils functioning in three partner municipalities, participants will learn about public relations and communication methods, including topics of successful messages for youth and members of public council and communication channels and design approaches, as well as how to attract stakeholders to work with public council topics. The participants will be given homework assignments to develop communications campaigns, including key messaging, for their respective centers of the local Public Councils;
  • Consolidate input received from the training in a mission report;
  • Submission of the results of implemented advocacy campaign to the Local Government bodies for further consideration and implementation;
  • With guidance from the Lead Community Development Consultant deliver 1 Forum (1.5 days) for 50 participants to promote dialogue between PCs and LGEs. The forum is a great chance for young people to express their thoughts about their future through photos. They can share their thoughts about challenges and threats they are worried about;
  • In cooperation with the Community Development Consultant, participate in developing strategies (Advocacy plans) to influence solution to members and citizens local problems;
  • Create one (1) retrospective video distributed and posted under websites and Facebook of DGE, LGEs and PCs participated in the activity. 

Requirements:

  • Degree in Business Administration, communications, media, public administration, political sciences, law, International Relations of other relevant field;
  • Demonstrated professional experience in working with representatives of PCs, local government, and governance focused projects;
  • Sound knowledge of information exchange and communications dynamics, trends, PR-management, graphic design, and tendencies in Ukraine and beyond;
  • Demonstrated professional experience in the field of citizen participation in develop strategies for addressing issues through PCs;
  • Understanding of the regional context preferably earlier experience working in Ukraine or in the Donbas region;
  • Understanding of the political context in the East Ukraine; 
  • Demonstrated professional experience as a trainer;
  • Capacity to prepare professional presentations, information materials, serve as a speaker/lecturer/trainer;
  • Experience developing outreach campaigns, using a wide range of communications tools, and in partnership with civil society or government is an advantage;
  • Fluency in Ukrainian, additional knowledge of English and Russian will be an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc).
