Chemonics International Inc. is looking for a qualified professional to fill the position of Monitoring and Evaluation Specialist (Спеціаліст з моніторингу та оцінки)

Chemonics International, an international development consulting firm, seeks a monitoring and evaluation specialist for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The position will be based in Kramatorsk, Ukraine.
The new program will complement ongoing USAID efforts to create a prosperous and stable Ukraine. The program will provide fast, flexible, short-term assistance to Ukrainian partners in support of a successful, peaceful democratic transition and in promotion of community cohesion in the wake of the conflict in the East.
The program’s overarching objectives are to:
- Increase citizen support for and participation in the development of a modern, inclusive Ukrainian identity, and
- Increase citizen confidence and engagement in the reform process at the local level.
The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI works closely with a range of partners, including national and local civilian government entities, civil society organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions. The UCBI East offices in Kramatorsk and Mariupol focus on the liberated areas of Donetsk and Luhansk oblasts. Chemonics International is USAID’s implementing partner for the UCBI II program
Responsibilities for this position include:
- Assist program staff to draft or/and review Activity Database entries regarding activity development and support the development of M&E plans on an activity-by-activity basis, including indicators and data collection tools.
- Assist program staff and UCBI partners (grantees) with activities’ monitoring to ensure that all necessary data, activities’ outcomes and impact evidence are captured timely and on a full scale and entered in the Activity Database and/or grant folders
- Support data collection, analysis and impact assessments.
- Edit and/or assist program staff in drafting impact and results summaries for active grants and/or other reporting as required.
- Contribute to reports preparation to ensure that reports capture results and impact, not only volume of activity.
- Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation, and document field trips in the database and through photographs, focus groups discussions, interviews, observations, stakeholder meetings, etc.
- Organize scheduling and logistics of field data collection.
- Liaise with grant management unit staff to ensure consistency of qualitative information being collected and captured for database entries.
- Perform other tasks as assigned by his/her supervisor or designee.
Qualifications
- Bachelor’s degree or higher in a relevant field required.
- Three years of demonstrated experience in monitoring and evaluation; experience in the analysis and reporting on program impact and implementation is highly desirable.
- Knowledge of Ukrainian social and political structures at the national, regional, and local levels is highly desirable. Demonstrated analytical ability and understanding of the political context in Ukraine, with the ability to think creatively in conceptualizing relevant grant activities.
- Good interpersonal and communication skills are required, as is the ability to organize the workload. Candidates should expect to work with people from all backgrounds to implement program objectives and should have a positive attitude toward supporting the Ukrainian transitional process.
- Strong analytical skills
- Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the UCBI II program.
- Ability and willingness to travel throughout Government Controlled Areas of Donetsk and Luhansk oblasts, as required by project activities and as the security situation permits
- Experience and/or good understanding of donor and civil society organizations.
- Working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required, including the ability to use the project Activity Database (an Access application).
- Fluent written and spoken English, Ukrainian, and Russian are required, including strong English editing skills required.
Supervision
The Monitoring and Evaluation Specialist will report to the Monitoring and Evaluation Manager.
