DAI is seeking highly qualified candidates to occupy the full-time Human Resources Assistant to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.
Project Background
The purpose of Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred to heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:
- Strengthen national-level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;
- Strengthen anti-corruption compliance and control in local governance;
- Advance transparency and accountability in resilience, recovery, and reconstruction efforts.
The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.
Position Description
The HR Assistant is a key member of the HR team and plays a pivotal role in assuring adherence to HR policies and regulations and updating reporting systems and HR-related documents. The HR Assistant assures adherence to HR policies, and regulations and updating reporting systems and HR trackers including uploading HR-related documents. The HR Assistant is based in Kyiv and reports to the HR Manager.
KEy Duties & Responsibilities
- Assist the Human Resource Manager, Coordinator, and Specialist with administrative tasks, including maintenance of paper personnel filing system, and coordinating with GDIP preparation of Employment confirmation letters upon employees’ requests.
- Coordinate with the Security Manager on updating security records/roll call or phone tree
- Maintain records of employees’ conscripts in compliance with the new Law on Mobilization. Sending out mail to the Military Conscription Centers about reservation status of PI employees.
- Assist in ensuring smooth logistics and HR event organization upon request.
- Keeping all HR trackers updated
- Assisting HR Specialists in creating payment requests for consultants and embedded experts
- Keep records of the performance appraisal process on an annual basis during the entire cycle, send reminder emails to employees and line managers.
- Monitor and arrange annual obligatory training, including, but not limited to: Ethics and Compliance, Safety training, Digital Safety, etc.
- Coordinate payments requests for approved trainings for personnel.
- Coordinate a Performance Appraisal process for new hires after the probation period (90 days review)
- Send welcome emails to newcomers with the set of documents
- Support HR Coordinator with reference check process
- Any other activities assigned by HR Manager, Coordinator, Specialist, Operations Director, COP, or DCOP.
Qualifications
- A bachelor’s degree in a relevant study, such as business administration or human resources management.
- A minimum of one (1) year of relevant professional experience, including experience in human resources management and recruiting is required
- Prior experience in administration, human resources management, and/or operations for a USAID- or other international donor-funded development project is strongly preferred.
- Strong interpersonal communication and collaborative teamwork skills.
- Full proficiency in Microsoft applications, ERP systems, and proven spreadsheet experience is required
- Ability to multi-task and prioritize tasks.
- Fluency in Ukrainian with excellent oral and written communication skills is required; professional proficiency in reading, writing, and speaking English is strongly preferred.
