Global Communities is seeking a short-term Monitoring, Evaluation, and Learning (MEL) assistant for USAID-funded Decentralization Offering Better Results and Efficiency Program (DOBRE):
POSITION: Short-term MEL assistant
PERIOD OF PERFORMANCE: 3 months
PLACE OF PERFORMANCE: Kyiv
LOE (Level of Effort) DAYS: 30 LOE days
OBJECTIVE:
Global Communities is implementing the USAID funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine. Launched in 2016, this 5-year project is helping leaders of newly formed ATCs to effectively manage resources, increase the quality of public services, stimulate local economies, and improve citizen engagement.
The purpose of this task is to assist DOBRE in maintaining MEL database, including data coding, data checking and processing, in order to ensure accurate and timely monitoring and reporting.
PRIMARY RESPONSIBILITIES / SPECIFIC TASKS:
DOBRE will select applicants experienced in working with MS Excel databases and capable of fulfilling the tasks specified below to support DOBRE MEL team in following the set up procedures for data processing, analysis and reporting.
Specific tasks for a short-term MEL assistance:
- to code the entered DOBRE events’ participants titles using the list of codes provided by DOBRE MEL team;
- to assist MEL team in checking reported MEL data quality with further corrections where necessary, based on verifying documents provided;
- to report on DOBRE events with Event Report online form;
- to assist MEL team in updating database;
- to assist in processing data reported for key performance indicators to insure accurate control for double-counting.
The planned period of activities is July – September 2018.
DELIVERABLES:
The selected applicants are expected to produce deliverable(s) related to the specific Task(s) described above:
- MEL database version with coded list of DOBRE events’ participants titles;
- Report on data quality checking results;
- Online reports with DOBRE Event Report form;
- Report on MEL database updates in accordance to requirements provided by MEL team;
- Performance indicators data reduced for double-counting as required by MEL team.
THE SELECTION PROCESS:
Global Communities will select candidates based on meeting the following criteria:
- Good knowledge of MS Excel.
- Previous experience of work with databases, data processing and data cleaning.
- Working level of English language is highly preferred.
