IT-Consultant for Strategic Information Portal / IT-консультант(-ка) для розробки порталу стратегічної інформації

Background

The main aim of GAC-funded project “Women of Ukraine:  heard, capable, resilient” is the increased enjoyment of human rights by women and girls, and the advancement of gender equality in Ukraine. One of the Project tasks is to promote data use for further advocacy of women’s rights, capacity development of feminist organizations, experts as well as for user needs. To increase access to strategic information Pact develops data visualization products to be posted on the Online portal.

Position and reporting line

Pact seeks for the IT-specialist to create an online Portal of Strategic Information on gender equality and women’s rights and visualize gender sensitive data. IT-specialist will work closely together with Consultant on visualization of data and Monitoring and Evaluation Officer.

Main purpose of technical support:

• Design and develop an online Portal of Strategic Information on gender equality and women’s rights.
• Visualize data to monitor gender equality on the online Portal (the list of indicators and data for visualization will be provided)

Key components of the assignment:

1. Develop the concept of online portal with friendly interface for users and administrator
2. Develop the design of online portal
3. Provide solutions for visualization of different type of data (interactive graphs, infographic etc).
4. Provide solutions for easy administration of the portal and extension/decreasing the number of indicators visualized and different options of visualization available for them
5. Populate data for displaying visualization on the portal
6. Test the work of the portal

Contract will be considered successfully fulfilled after the following deliverables will be done:

1. Сoncept and design of the portal are developed, presented and agreed with Pact
2. Solutions for visualization of different type of data (interactive graphs, infographic etc). are developed, presented and agreed with Pact
3. Solutions for easy administration of the portal and extension/decreasing the number of indicators visualized and different options of visualization are developed, presented and agreed with Pact
4. Data visualized on the portal
5. Portal functions in routine mode

PERIOD OF PERFORMANCE:  Not to exceed 40 days between the period of August 1 – October 15, 2021.

REQUIREMENTS TO THE IT-SPECIALIST:

• Degree and/or relevant post-graduate qualifications in Computer Sciences or relevant area(s);
• Strong experience in web design (please add links for relevant cases of creation portals/Internet sites)
• Experience in development of interactive tools for data visualization with the possibility of their setup (please add links for examples of the work done/Internet sites);
• Experience in data visualization in gender equality and women’s rights issues is desirable.
• Deep experience and knowledge with open source data visualization technologies and framework, e.g. Plothly, Python, R, d3;
• Strong writing and speaking skills in both Ukrainian and English
